Charges related to the massacre of political prisoners in Iran in 1988
  1. Mohseni Ezhei was a member of the top supervisory committee that under Intelligence Minister Rayshahri visited Evin Prison to oversee the progress of the implementation of Khomeini’s fatwa. It was this committee that set down the summary procedures for the 1988 massacre before the mass executions began.
  2. He frequently visited Tehran’s prisons throughout the 1988 massacre and assisted the Death Commissions as a religious judge and oversaw the executions.

Other charges
  1. As the religious judge in the State Employees Tribunal, Mohseni Ezhei issued decrees for the dismissal, arrest and execution of thousands of dissident government employees.
  2. As the chief judge in Branch 3 of Islamic Revolutionary Court in 1980s, he personally issued death sentences for thousands of political prisoners.
  3. As the Prosecutor in 1988 for the Special Tribunal for the Clergy, he personally took part in sentencing, imprisonment and execution of hundreds of dissident clerics. He had performed similarly when appointed as the Acting Prosecutor in 1995.
  4. As the special representative of the judiciary in the Intelligence Ministry, Mohseni Ezhei “facilitated” the unlawful operations of the Intelligence Ministry agents by giving them authorization for murder and harassment of the citizens. In that position, he issued thousands of arrest warrants and ordered torture of detainees. He also issued death decrees for prisoners who were killed under torture.
  5. Mohseni Ezhei has issued death decrees for several dissident intellectuals and writers. Newspapers in Iran revealed that Pirooz Davani, a writer, was abducted and killed by the Intelligence Ministry agents on a secret decree issued by Mohseni Ezhei.
