NCRI-U.S. exposes IRGC’s scheme to evade sanctions and fund terrorism

On May 31, 2023, the National Council of Resistance of Iran (NCRI) – U.S. Representative Office exposed an elaborate scheme by the Iranian regime’s Revolutionary Guards (IRGC) to evade sanctions and fund terrorism. The information was obtained from the network of the People’s Mojahedin Organization of Iran (PMOI/MEK) inside Iran and the network of this organization inside the various organs of the Iranian regime. The documents revealed information about Petrochemical Commercial Co. International (PCCI), one of the regime’s important oil and petrochemical companies used to circumvent sanctions. The facilities of this organization, which is under the control of the regime’s Armed Forces, specifically the IRGC, are used to finance the regime’s belligerence and terrorism abroad and repression at home.

PCCI was established in 2000 and is the Iranian regime’s leading entity to defy sanctions to sell oil and petrochemical products in astronomical dimensions and fund terror. PCCI is a subsidiary of “The Parsian Oil and Gas Development Group Company,” which is in turn a subsidiary of the economic giant Ghadir Investment Company, operated by the IRGC and ultimately controlled by Supreme Leader Ali Khamenei. The company bypasses oil and petrochemical sanctions through branches and companies with the same name outside Iran, specifically in countries that are not under sanctions. PCCI spends the resulting financial benefits to promote the regime’s policies abroad.

According to the NCRI’s revelations, PCCI sells assigned crude oil for the Armed Forces General Staff, and two-thirds of the allocated oil benefits the Armed Forces and Khamenei’s SETAD, both under sanctions. PCCI is also heavily involved in currency transfers to evade sanctions. The company accompanied the Ministry of Defense delegation to Syria to supply oil, sold exported urea from the Ministry of Defense to Yemen (Houthis), and sold Venezuelan oil. PCCI revenue is also used to fund the repressive forces to suppress the protesters seeking regime change in Iran.

Ghadir and several other similar groups operate under the supervision of Brigadier General Mustafa Najjar (former Minister of Defense) within the context of the “Resistant Economy” ordered by Khamenei to cede control of Iran’s economic arteries to the IRGC.

The NCRI’s revelations show that the Iranian regime has been defying sanctions, violating international laws, funding its terror operations abroad, and suppressing protesters in Iran, all through lies and deception. The policy of appeasement by the West, particularly over the past two and a half years, has allowed Tehran to circumvent sanctions, proceed with its nuclear weapons program, and empower its terror network.

The NCRI’s revelations on May 31 highlight the urgent need for the international community to take action to hold the Iranian regime accountable for its actions. The exposure of the IRGC’s elaborate scheme to evade sanctions and fund terrorism is a significant development that sheds light on the Iranian regime’s nefarious activities. It underscores the urgent need for the international community to take decisive action to hold the regime accountable for its actions and to support the Iranian people in their quest for freedom and democracy.

Every dollar that ends up in the coffers of the regime is used for terrorism and inciting violence abroad and repression at home. This revelation is a wake-up call for the United States and other Western nations to re-impose all six U.N. Security Council resolutions on the Iranian regime and stand on the side of the Iranian people.
