Iranian official says beggars in Tehran are rich!? Then why are they called beggars?

According to the Iranian regime’s own statistics about half of the people live under poverty line. Now based on the same statistics which is the outcome of the corrupt and warmongering policies of the Islamic government, then how could one swallow a comments from an official saying more than 50% of beggars in Tehran are rich people?
Farzad Hoshiyar a Tehran municipality official claims that only 15% of these beggars are in need of support, and some of them are Afghan and Pakistani migrants.
Mohammad Bagher Ghalibof, the Islamic state’s mayor in Tehran had recently said they intend to round up all beggars from across the capital as they symbolize depravity and social damages.
This decision has been made at a time when Parviz Fattah, head of the Khomeini Relief Committee said on Wednesday, February 17th in an interview with the state-run ‘Kar’ news agency, “The number of poor people and those in need in our country is increasing day by day. None of the measures taken by the current parliament and administration, similar to their predecessors, have been able to prevent the increasing poverty in Iran in the past few years… the number of people in need across the country, including those living in poverty and those heading for poverty, are very high. The Islamic republic of Iran is continuously producing more poverty and poor people.”
