Amnesty International described the “retribution in kind” (qesas) ruling in Iran under the mullahs’ rule as a type of torture and called for this ruling to be annulled.
Hassiba Hadj Sahraoui, Deputy Director of Amnesty International’s Middle East and North Africa Program said being blinded by a medical physician is a ruthless punishment that is equal to torture banned under international law.
Punishment should never itself be a type of torture, she added.
